Este estudo desenvolveu-se com o objetivo de analisar a participação das Microempresas e Empresas de Pequeno Porte nas compras públicas realizadas na modalidade de licitação Pregão Presencial, no Município de Jari/RS, buscando relacionar com o desenvolvimento do comercio local e o aumento da receita própria do Município. Para tanto, adotou-se a pesquisa qualitativa, com caráter descritivo, mediante o estudo de caso e a pesquisa documental no período de 2010 a 2014. Como principais resultados destaca-se que a maioria das empresas participantes e vencedoras dos Pregões Presenciais, são Microempresas e Empresas de Pequeno Porte, contudo, há pouca participação das empresas do município nesses processos. O crescimento no número de empresas sediadas no município deve-se, em grande parte, à formalização do Micro Empreendedor Individual (MEI). Percebe-se a elevação da receita pública do município no período, bem como sua dependência de receitas de transferência. Conclui-se que a modalidade de licitação Pregão Presencial possibilita a economicidade para administração publica, porém ficou evidente a pequena participação das empresas locais.

This study was developed in order to analyze the participation of Micro and Small Enterprises in public procurement carried out in the form of bidding Trading Presence in the City of Jari/RS, seeking relate to the development of the local market and the increase in revenue own the city. Therefore, qualitative research was adopted, with descriptive, through case study and document research in the period 2010 to 2014. The main results highlighted that most participants and winning companies of the Trading Sessions Presential are Microenterprise and Small companies, however, there is little involvement of township enterprises in these processes. The growth in the number of companies based in the city is due largely to formalize Micro Individual Entrepreneur (MEI). You see the rise of public revenue in the period the city and its dependence on transfer income. It is concluded that the type of Auction Face bidding enables economic viability for the public administration, but it was evident the little participation of local companies.
