Esse artigo tem como foco principal uma análise descritiva sobre as Ações de Direta Inconstitucionalidade (ADINs) de Governadores contra Assembleias Legislativas. Compreendendo-se que as ADINs se tornaram um dispositivo importante na disputa política pela produção de dispositivos normativos, visto que a distribuição de competências entre agentes políticos é em grande parte concorrente, buscamos trazer a tona como se distribuem essas disputas pela legitimidade sobre a produção a partir desses dispositivos constitucionais. Assim, na primeira seção analisamos a forma e a estrutura que tomam as ADINs. Na segunda seção analisaremos o caráter de disputa entre os entes federativos e, por fim, uma análise sobre os dados obtidos referentes as litigâncias entre Executivos e Legislativos Estaduais.
This article focuses primarily on a descriptive analysis of the Judicial Review (ADINs) from Governors against Legislative Assemblies. It being understood that the ADINs have become an important device in the political struggle for the production of regulatory requirements, as the distribution of powers between political actors is largely competitor, we seek to bring out how to distribute these disputes the legitimacy of the production from these constitutional provisions. Thus, in the first section we analyze the shape and structure that make the ADINs. In the second section we analyze the character of dispute between the federal entities and, finally, an analysis of the data obtained regarding the litigations between Executives and State Legislatures
