O objetivo deste artigo é refletir sobre a relação entre as ações implementadas pela Política de Segurança Pública, nos últimos anos, e a crise atual do capitalismo. Com base no processo de acumulação capitalista via segurança pública, assistimos uma série de operações violentas orquestrada pelo Estado, como forma de ampliar o investimento e a comercialização da indústria bélica e dos aparelhos tecnológicos da segurança privada. Concomitantemente, observamos o corte nos gastos sociais configurado no declínio dos direitos sociais e no desmonte das políticas sociais, tornando clara e evidente a ascensão do Estado Penal no Brasil. Na cidade do Rio de Janeiro temos evidências desse jogo estatal que vincula mercado, violência e pobreza, sobretudo, em virtude da superlotação do sistema penitenciário e o extermínio da população pobre, preta e favelada. Assim, por meio de uma pesquisa bibliográfica, a respeito do tema e a produção jornalística sobre as ações atuais do Estado, entre os anos de 2015 e 2017, sobretudo na cidade do Rio de Janeiro, é que vamos produzir neste trabalho, problematizações sobre a implicação da gestão da Política de Segurança Pública e os desafios que essa conjuntura impõe a população pobre.
The purpose of this article is to reflect on the relationship between the actions implemented by the Public Security Policy in recent years and the current crisis of capitalism. Based on the process of capitalist accumulation via public security, we witnessed a series of violent operations orchestrated by the State as a way of expanding the investment and commercialization of the war industry and the technological devices of private security. Concomitantly, we observe the cut in social spending configured in the decline of rights and in the dismantling of social policies, making clear and evident the rise of the Penal State in Brazil. In the city of Rio de Janeiro we have evidence of this state strategy that links the market, violence and poverty, mainly due to the overcrowding of the penitentiary system and the extermination of the poor, black and favela population. Thus, through a bibliographical research on the subject and the journalistic production on the current actions of the State, between the years 2015 and 2017, especially in the city of Rio de Janeiro, we are going to produce in this work problematizations about the implication of the management of the Public Security Policy and the challenges that this situation imposes on the poor population.
