Desde que criado, o Sistema Nacional de Participação Social tem provocado fervorosos debates. Por um lado, afirma-se que o Sistema esvazia as instituições representativas, retirando poder do Congresso. Por outro, argumenta-se que ele fortalece as instituições democráticas, introduzindo instâncias de participação direta. Este artigo defende que a criação do Sistema foi um avanço, ainda que tÃmido, pois não atribuiu poder decisório à s instâncias de participação social.
Since it was created, the Nacional System of Social Participation has provoked heated debates. On the one hand, it is stated that the System empties the representative institutions, withdrawing power from Congress. On the other hand, it is argued that it strengthens the democratic institutions, introducing instances of direct participation. This paper argues that the creation of the System was a breakthrough, but only a small one, because it did not assign decision-making powers to the instances of participation.
