This article proposes to present a refl ection on the meanings
constructed by the Brazilian written press regarding media and
democracy. For this, it was necessary to recompose a specifi c
journalistic event: the submission to the Brazilian Congress of a bill
to create the Federal Journalism Council by the Brazilian President,
Luiz Inácio Lula da Silva, at the request of the National Journalists
Federation in August, 2004. This procedure gave rise to something
rarely seen: the media were in the spotlight and thus it caused a
controversial debate to emerge on the public scene regarding the
journalist profession, journalism and press freedom, involving a
diversity of political subjects.
