As finanças públicas desenvolvem-se hoje segundo novos contextos, inimagináveis há apenas uns poucos anos. Estes, tanto representam novos desafios como constituem perigos ao seu desenvolvimento harmonioso e à sua função ou aptidão para a prossecução do interesse público. Este artigo salienta alguns dos mais relevantes desafios que se
colocam às finanças públicas dos nossos dias. Procura também apontar pistas para que os atuais contextos, feitos de ruturas e tendências, nem sempre saudáveis, se desenvolvam de modo a assegurar uma evolução tranquila. Mas também chama a atenção para as tendências mais preocupantes sobre o lugar e o papel do Estado, o controlo das contas públicas, o problema da justiça geral e fiscal, a emergência de um direito fiscal europeu e, sem esgotar, uma reflexão sobre o sentido de rumo dos nossos sistemas de financiamento da atividade pública.

Public finances are developing within new contexts, unthinkable only a few years ago. These contexts represent new challenges. But they also provide hazards to their harmonious development and its role in pursuit of public interest. This article highlights some of the most important challenges facing the public finances of our times. It also seeks clues pointing to the current problems, made of breaks and trends, not always healthy. It defends the need to ensure a peaceful evolution.
The article also draws attention to the most worrying trends about the place and the role of the state, the control of public accounts, the general problem of justice and taxation, the emergence of a European tax law and, without exhausting, the reflection on the meaning of course of our systems of public funding. In this Part I we focused our study on the challenges of financial power. In Part II, to be published later, we will analyze the new challenges of taxation in the emergence of a global tax system, focusing on the need for profound reflection on the question of where the tax systems will go.
