Abstract: This paper attempts to analyze the administrative approaches that influenced public management cultures in India and Nepal, with special attention to the Public Value Approach, to
elaborate its basic tenets and examines the nature of Indian and and scope of their improvement in the light of these tenets. The Part I deals with the background of emergence of Public Value basic principles and promises of Public Value Approach; and administrative cultures as well as scope of its improvement in Public Value Approach, of public good and democratic element.
Nepalese administrative cultures paper is divided into three parts: Approach; Part II elaborates the Part III examines the nature of India and Nepal in the light of
