Os municípios têm recursos cada vez mais escassos e obrigações cada vez maiores. A norma brasileira obriga o pagamento do transporte, hospedagem e alimentação, o que gera a necessidade de gasto público com o deslocamento de servidores. Escândalos recentes no meio governamental têm exposto gastos irregulares com diárias e passagens, principalmente em grandes centros urbanos e de poder. O objetivo dessa pesquisa é analisar o gasto com deslocamento de servidores públicos, em municípios com menos de 5.000 habitantes. A pesquisa tem abordagem quantitativa, objetivos descritivos e procedimentos de levantamento documental. Foram analisados todos os 108 pequenos municípios de Santa Catarina, no período de 2011 a 2018, por meio da estatística descritiva e correlação de Pearson. Constatou-se uma grande variação no volume de gastos dos municípios, muitos deles comprometendo a sustentabilidade financeira. Ao todo, foram R$ 79.368.976,79 gastos com deslocamento de servidores no período. Em anos eleitorais há oscilação significativa nos valores. Alguns municípios gastam com diárias e passagens, valor equivalente a 48% das despesas de pessoal, 1,8% do total das despesas correntes, 1,7% do total da receita corrente líquida, ou seja, comprometem 20% de toda a arrecadação de tributos municipais com deslocamento de servidores. Não há correlação significativa com outros dados contábeis que justifiquem o direcionamento dos gastos com diárias e passagens. Porém, a distância até a capital, apresenta forte correlação com esses gastos, revelando uma possível dependência dos pequenos às estruturas disponíveis nos grandes centros.

Municipalities have increasingly scarce resources and increasing obligations. The Brazilian standard requires the payment of transportation, lodging and food, which generates the need for public spending with the displacement of servers. Recent scandals in the government have cost irregular expenditures with daily and passages, mainly in large urban centers and power. The objective of this research is to analyze the cost with displacement of public servants, in municipalities with less than 5,000 inhabitants. The research has a quantitative approach, descriptive objectives and documental survey procedures. We analyzed all 108 small municipalities of Santa Catarina, from 2011 to 2018, using Pearson's descriptive statistics and correlation. There was a great variation in the volume of costs of the municipalities, many of them compromising the financial sustainability. In all, R$ 79,368,976.79 was spent on server displacement in the period. In electoral years there is significant oscillation in values. Some municipalities spend on daily and passages, equivalent to 48% of personnel expenses, 1.8% of total current expenses, 1.7% of total net current revenue, that is, they commit 20% of all municipal taxes with server displacement. There is no significant correlation with other accounting data that justify the directing of costs with daily and passages. However, the distance to the capital has a strong correlation with these costs revealing a possible dependence of the small ones on the structures available in the large centers.
