O artigo busca compreender a atuação da União Africana (UA) no campo securitário em sua primeira década de existência (2002-2012) e defender a hipótese de que, mesmo havendo alterações na estrutura da organização em referência, feito que lhe garante maior dinamismo na resolução de conflitos, em verdade sua capacidade de atuação é afetada pela falta de mão-de-obra qualificada e mantém-se dependente dos recursos advindos de parceiros externos ao continente.
The article aims to understand the performance of the African Union (AU) in the security field in its first decade of existence (2002-2012), and to defend the hypothesis that, even with changes in the structure of the organization in question, granting it more dynamism in conflict resolution, its capacity is in fact curbed by the lack of skilled personnel and by its dependence on resources from external partners.
