A referida pesquisa tem por escopo realizar trabalho acadêmico sobre o registro civil das pessoas naturais, numa análise de sua função social, especialmente, como instrumento de cidadania. Traz indicadores sociais que evidenciam a problemática do sub-registro de nascimento, realidade brasileira capaz de levar crianças e adultos à margem da proteção do Estado. Desenvolve a temática do registro de nascimento e suas especificidades, considerado o primeiro ato da pessoa natural, por meio do qual adquire um nome com o qual passa a se identificar. Discorre sobre o papel do Estado na garantia dos direitos fundamentais e na concretização do princípio da dignidade da pessoa humana como fundamento do Estado Democrático de Direito. Propõe uma reflexão sobre políticas públicas no processo de erradicação do sub-registro.
The purpose of this research is to carry out academic work on the civil registration of natural persons, in an analysis of their social function, especially as an instrument of citizenship. It brings social indicators that show the problem of under-registration of birth, a Brazilian reality capable of taking children and adults to the margin of state protection. It develops the theme of birth registration and its specificities, considered the first act of the natural person, through which it acquires a name with which it begins to identify itself. It discusses the role of the State in guaranteeing fundamental rights and in realizing the principle of the dignity of the human person as the foundation of the Democratic State of Law. It proposes a reflection on public policies in the process of eradicating under-registration.
