O presente trabalho tem por objetivo verificar a relação entre o índice de emprego e renda dos municípios mineiros com a geração de arrecadação para o INSS. O estudo contribui no sentido de estabelecer uma relação entre o IFDM Emprego e Renda e a arrecadação para o INSS por parte dos municípios, tendo em vista que pesquisas recentes buscaram estabelecer determinantes do índice de desenvolvimento econômico e social, inclusive da arrecadação tributária municipal. A amostra é composta por municípios mineiros, escolhidos em função de sua heterogeneidade econômica e social e, especificamente, pelo estado de Minas Gerais possuir o maior número de municípios do país, os quais foram analisados entre os anos de 2010 e 2015, devido à disponibilidade dos dados relativos ao PIB dos municípios. Realizou-se uma regressão de dados em painel para testar a relação entre o IFDM e a arrecadação. Os resultados demonstram que, com base na amostra do estudo, ao nível de significância estatística de 5%, o índice de emprego e renda explica a arrecadação de contribuições para o INSS geradas pelos municípios mineiros, mostrando que, quanto maior o índice de emprego e renda do município, maior a sua geração de receitas para o INSS.

The present paper aims to verify the relation between the employment and income index of the Minas Gerais’ municipalities with the generation of collection to the INSS. The study contributes to establish a relation between the Employment and Income IFDM and the collection to the INSS by the municipalities, considering that recent researches have sought to establish determinants of the index of economic and social development, including municipal tax collection. The sample is composed of Minas Gerais’ municipalities, chosen due to their economic and social heterogeneity, and specifically because the state of Minas Gerais has the largest number of municipalities in the country, which were analyzed between the years 2010 and 2015, due to the availability of data on the PIB of the municipalities. A panel data regression was performed to test the relation between the IFDM and the collection. The results show that, based on the sample of the study, at the level of statistical significance of 5%, the employment and income index explains the collection to the INSS contributions generated by Minas Gerais’ municipalities, showing that the higher the employment and income index of the municipality, greater its generation of income to the INSS.
