A entrada em vigor do Decreto-Lei 150/2014 procurou mitigar os efeitos dos constrangimentos técnicos verificados ao nível da plataforma informática Citius. Desde que os problemas começaram a ser constatados, muito se tem dito e escrito acerca dos seus eventuais efeitos ao nível do desempenho do sistema judiciário. Uma das principais preocupações diz respeito ao potencial efeito catastrófico na duração dos processos judiciais. Levanta-se, no entanto, a questão de saber se os cenários avançados encontram qualquer tipo de aderência à realidade. Este artigo apresenta uma estimativa para o impacto na duração média dos processos findos nos tribunais judiciais de primeira instância, resultante dos problemas informáticos registados na plataforma Citius, quando da entrada em vigor do Decreto-Lei 49/2014, que regulamenta a Lei 62/2013, que aprova a Lei da Organização do Sistema Judiciário (LOSJ).

The entry into force of Decree-Law 150/2014 sought to mitigate the effects of technical constraints encountered at the level of the informatics platform Citius. Since the problems began occurring, much has been said and written about their possible effects on the performance of the judiciary. A major concern relates to the potential catastrophic effect on the duration of court proceedings. However, the question of knowing whether the put forward scenarios find any grip on reality arises. This article presents an estimate for the impact on the average duration of cases concluded in courts of first instance, as a result of computer problems encountered in the Citius platform, upon the entry into force of Decree-Law 49/2014, which regulates Law 62/2013, which approves the Law of the Judiciary Organization (LOSJ).
