In recent decades, the expansion of gated communities on landfills has transmuted the disaster risk
conditions of the floodplain in Tigr e Municipality. Although these transformations are expressed well from the 1990s, we believe that the foundations are in the early times of neoliberal urbanism in the last civil-military dictatorship in Argentina (1976-1983). It is at this time that private economic actors and the state(provincial/municipal) give value these floodplains through two strategies: a) the development of spatial representations of positive charge associated with a large urban project on landfills and its legitimation through environmental discourse, and b) implementation of a public urban policy that enabled the launch of a “model of urban development†exclusive. On the analysis of the strategies discussed this paper.
