A seletividade espacial em ambiente litorâneo: o caso dos resorts na Bahia

A ressignificação das praias marítimas no imaginário social, através da atividade turística, valoriza a faixa litorânea, e propicia a construção dos complexos hoteleiros. Nesse sentido, a presente pesquisa analisa a expansão dos resorts no litoral da Bahia, refletindo as conexões entre as políticas de planejamento urbano, a atividade turística, a seletividade espacial e a apropriação das praias, caracterizadas pela União como patrimônio natural de uso coletivo. Para tanto, utilizou-se, como procedimento metodológico, a pesquisa bibliográfica e documental, seguindo as etapas de revisão de literatura da relação entre planejamento urbano e turístico na Bahia; sobre a evolução quantitativa dos resorts no Brasil e no litoral baiano; a pesquisa documental, nos sites dos referidos estabelecimentos, sobre o acesso à praia e as diárias, e o levantamento das características sociais dos municípios com resorts instalados. Observa-se assim, que a partir de 1990, o Nordeste brasileiro, devido aos atrativos naturais (principalmente as praias marítimas) e aos diversos investimentos (públicos e privados), começa a aumentar a quantidade de resorts instalados. Neste sentido, ressalta-se o papel das políticas públicas turísticas e urbanas para atenuar os impactos da seletividade espacial, no sentido de harmonizar os interesses da cadeia produtiva turística, a valorização da cultura local e o uso comum e coletivo do bem público.

The re-signification of the seashore beaches in the social imaginary through the tourist activity valorizes the coastal strip, and propitiated the construction of the hotel complexes. In this sense, the present research analyzes the expansion of the resorts in the coast of Bahia, reflecting the connections between urban planning policies, tourism activity, spatial selectivity and the appropriation of beaches, characterized by the Union as a natural heritage of collective use. For that, it used bibliographical and documentary research, followed by four stages: literature review of the relationship between urban and tourist planning in Bahia; research on the quantitative evolution of the resorts in Brazil and the coast of Bahia; research the sites of these establishments to know about access to the beach and the daily; and survey of the social characterization of municipalities with installed resorts. From 1990 onwards, the Northeast, due to the natural attractions (mainly the sea shore beaches) and to the various investments (public and private), begins to increase the number of installed resorts. In this sense, the role of public tourism and urban policies to attenuate the impacts of spatial selectivity to order to harmonize the interests of the tourist productive chain, the valorization of the local culture and the common and collective use of the public good.
