A Lei somente é obedecida se aceita pela população. O Estado não pode mais impor direitos fundamentais como meras regras ante a aplicação de sua Soberania, forçando sua obediência. Igualdade e Liberdade dependem de sua implementação ativa pelo Estado. Com isso, somente a partir da consideração de um direito fundamental como a paz como transcendente ao Estado, quando todos os Estados e todos os cidadãos comungarem essa noção, haverá sua condição interna e externa. Então, os direitos fundamentais como a fraternidade/paz, como princípios, serão aceitos e verdadeiros em efetividade. Assim, fazer aos outros o que gostaríamos que nos fosse feito terá vigência prática. Esta é a essência da Fraternidade, como direito fundamental à Paz de 5ª geração.
Resumo Inglês:
Law is only obeyed if accepted by the population. State can not force human rights as simple rules and the enforcement is do to Sovereignty and execution. Equality and Liberty depend on their active implementation by the State. As such, only considering peace as a fundamental right, we can transcend the State. All the States and citizens must have the same notion. That will be its internal and external conditions. Therefore, fundamental rights as fraternity/peace, like principles, will be consider and true for effectiveness. Thus, make to the others what we want to be made to us. It is the real effectiveness. That is the base (essence) of the fraternity, like a fundamental right of peace as the fifth generation of de human rights.
