Não podemos entender o tributo sem relacioná-lo ao surgimento do Estado como fenômeno de poder e como instituição estruturante de uma ordem social. Com efeito, a consolidação de bases estatais mais sólidas dependeu – e depende - diretamente do uso do tributo como fonte primordial de recursos a fi m de garantir ações e políticas públicas em geral. Eis, portanto, que tributo e Estado estão atrelados estrutural e historicamente.

We cannot understand the tax without relating it to the rise of state power as a phenomenon and as an institution structuring of a social order. Indeed, the consolidation of bases stronger state depended - and depends - directly from the use of tax as the primary source of resources to ensure public actions and policies in general. Here, then, that tribute and state are linked structurally and historically.
