Em políticas que envolvam problemas complexos com alto impacto social, tem havido um movimento cada vez mais amplo de aproximação entre as gestões implementadoras e os movimentos sociais. Neste artigo buscou-se analisar de que forma as ideias dos movimentos sociais de mulheres moldaram e impactaram a implementação de políticas de gênero. Para esse estudo, foi selecionada uma política de nível local: o Programa Casa Abrigo Regional, do Consórcio Intermunicipal do Grande ABC, no período de 2003-2016, que é essencialmente intersetorial, levando em consideração seus atores, os recursos envolvidos, espaços institucionais e espaços de articulação. Desse modo, a partir do estudo de um problema social específico, visa-se decantar analiticamente quais são as dimensões que facilitam e dificultam a sua implementação, bem como quais os repertórios utilizados para garantir a difusão e a implementação de políticas nos desenhos almejados pelos movimentos de base.
: In public policies dealing with complex problems with high social impact, there has been an increasingly broad movement of approximation between implementing organizations and social movements. This dissertation sought to analyze how the ideas of women’s social movements shaped and impacted the implementation of gender policies. For this study, two local-level policies were selected, establishing a comparison between the Conex~o Mulher Program, from the municipality of S~o Paulo, during the period 2013-2016, which presents atransversal perspective and the Regional Shelter Program of the Consortium Intermunicipal of the Great ABC, in the period of 2003-2016, which is essentially intersectoral, taking into account its actors, the resources involved, institutional spaces and spaces of articulation. Thus, based on the study of a specific social problem, in two distinct implementation arrangements, the aim is to analyze analytically the dimensions that facilitate and hinder its implementation, as well as the repertoires used to ensure dissemination and implementation of policies in the designs sought by the grassroots movements.
