Tomando o partido como eixo de análise, o artigo tem por objetivo principal explorar alguns argumentos sobre a importância do critério partidário para a coordenação nas arenas governamental e eleitoral. O pressuposto é o de que os partidos desempenham um papel central nos dois momentos: tanto nos acordos pré-eleitorais quanto nas montagens das coalizões e dos governos. É feito um breve apanhado teórico, a fim de ilustrar os pontos de partida do trabalho. Assumindo que os sistemas parlamentaristas e presidencialistas guardam elementos comuns (Cheibub e Limongi, 2010), procura-se desenvolver os argumentos da literatura a partir das discussões sobre os dois sistemas políticos.
Taking the party as analysis axis, the article aims to explore some arguments about the importance of the partisan criteria for the coordination of governmental and electoral arenas. The assumption is that parties play a central role at both moments: in the pre-electoral agreements, as well as the coalition and government formations. We do a brief theoretical summary, illustrating the main starting points of this work. Assuming that parliamentary and presidential systems have common elements (Cheibub and Limongi, 2010), the goal is to show the arguments of the literature about both political systems.
