Dado as recentes alterações na estrutura organizacional da defesa civil brasileira, este trabalho visa investigar os avanços e limitações na prevenção de desastres naturais, atuais e futuros. Efetuamos um estudo comparativo da estrutura institucional da defesa civil nacional, tendo como marco a lei n. 12.608/2012. Assim, confrontamos o momento anterior e posterior à referida lei, levando-se em consideração os instrumentos de coordenação federativa, bem como a estrutura de financiamento voltados à prevenção de desastres e recuperação de municípios afetados. Os resultados da pesquisa indicam avanços na estrutura institucional ligadas às estratégias de prevenção de desastres. Em relação aos arranjos da estrutura de financiamento, identificamos avanços tanto para a prevenção de desastres quanto para a recuperação de áreas afetadas. No entanto, a aplicação dos recursos voltadas para a prevenção ainda é escassa.
Given the recent changes in the organizational structure of Brazilian civil defense, this paper aims to investigate the progress and limitations in the prevention of natural disasters. We have carried out a comparative study of the institutional structure of the national civil defense taking as a landmark the law nº 12,608 / 2012. So, we confront the moment before and after that law, taking into account the instruments of federative coordination as well as the financing structure aimed at disaster prevention and recovery of affected municipalities. The survey results indicate advances in the institutional framework related to disaster prevention strategies. Regarding the structure of financing arrangements we identified advances for both disaster prevention and for the recovery of affected areas. However, the application of resources aimed at prevention is still scarce.
