O presente artigo discorre sobre o processo de construção dos Planos Plurianuais Participativos PPA - P do Estado da Bahia no período de 2007 a 2015 como ferramenta de participação social dentro da gestão pública. Esse trabalho se baseou em fontes bibliográficas sobre o tema investigado e analisa como se deu o processo de escuta social junto aos representantes da sociedade civil, destacando o planejamento estratégico, os números e resultados das plenárias territórriais para a construção dos referidos PPA ́s, além de trazer um breve histórico da construção da participação social no Brasil nas últimas décadas.
This article discusses the process of building the Participatory Multi - Annual Plans PPA - P of the State of Bahia from 2007 to 2015 as a tool for social participation within public management. This work was based on bibliographic sources on the topic investigated and analyzes how the process of social listening took place with representatives of civil society, highlighting the strategic planning, the numbers and results of the territorial plenary sessions for the construction of the referred PPAs, in addition to to bring a brief history of building social participation in Brazil in recent decades.
