A inclusão social é discutida em diversas áreas como necessidade de minimizar exclusões
históricas, inclusive no turismo, atividade socioeconômica constituÃda, inicialmente pelas
elites. Nas últimas décadas surgiram reflexões a fim de mudar esta realidade, como a
discussão da inclusão social nas polÃticas públicas de turismo. Deste modo, atualmente, a
definição dessas polÃticas remete ao prisma da inclusão social e, isto pressupõe a adoção
dos princÃpios da sustentabilidade à práxis turÃstica; a priorização do bem-estar social; a
participação da comunidade e a ampliação destes espaços de participação. Diante deste
desafio, o estudo objetivou analisar na região de Blumenau, em Santa Catarina, qual a
abordagem da inclusão social nas polÃticas públicas e na percepção dos atores do setor.
Para atingir este propósito utilizou-se o método da pesquisa qualitativa amparada pelas
técnicas das pesquisas analÃtica e a descritiva. Os instrumentos de coleta de dados foram: a
análise documental, a entrevista informal e entrevista estruturada. Os resultados
apresentam um cenário de discussões e de adaptação polÃtica. São raras as polÃticas que
abordam diretamente a inclusão social como foco das diretrizes. Todavia, os entrevistados
reconhecem a importância da definição destas polÃticas, porém ainda não evidenciam ações
efetivas.
The social inclusion is discussed in several areas as need to minimize historical exclusions,
besides in the tourism, socioeconomic activity constituted, initially for the elites. In the last
decades appeared reflections in order to change this reality, as the discussion of the social
inclusion in the public politics of tourism. This way, nowadays, the definition of those politics
sends to the prism of the social inclusion and, this presupposes the adoption of the
sustainability beginnings to the tourist practical; the priority of the social well-being; the
community's participation and the enlargement of these participation spaces. Before this
challenge, the study aimed at to analyze in the Blumenau region, in Santa Catarina, which
the approach of the social inclusion in the public politics and in the section actors perception.
To reach this purpose was used the method of the qualitative research aided by the
techniques of the analytical researches and descriptive. The instruments of collection of data
were: the documental analysis, the informal interview and the structured. The results present
a scenery of discussions and political adaptation. They are rare the politics that approach the
social inclusion directly as focus of the guidelines. Though, the interviewees recognize the
importance of the definition of these politics, however they still don't evidence effective
actions.
