A pobreza é fenômeno do campo econômico, que produz severas consequências no domínio social. Desde o momento em que as Nações Unidas trouxeram o tema para a seara do desenvolvimento, também foram abertas as portas para seu exame no âmbito dos Direitos Humanos. O combate à pobreza é uma das prioridades do Programa das Nações Unidas para o Desenvolvimento – PNUD, o que se verifica pelos Objetivos de Desenvolvimento do Milênio e pelos Objetivos de Desenvolvimento Sustentável. Ademais, a extrema pobreza, de modo especial, recebe atenção do Conselho de Direitos Humanos que, a fim de identificar as principais violações ligadas ao tema, propõe medidas ao Conselho Econômico e Social e à Assembleia Geral das Nações Unidas, criando, com isso, o mandato do “Relator especial sobre a Extrema Pobreza e os Direitos Humanos”. Não há dúvidas de que a pobreza deve ser considerada violação aos Direitos Humanos, cujo combate deve ser adrede definido no âmbito dos três pilares: econômico, político e jurídico.

Poverty is an economic area phenomenon, which several consequences in the social field. Since when did the United Nations brought the is-sue to the theme of development, the doors for examination under the Human Rights were also open. The fight against poverty is one of the United Nations Programme priorities for Development – UNDP, what we can verifying by the Millennium Development Goals and the Sustainable Development Goals. Moreover, extreme poverty, in particular, gets attention of the Human Rights Council of United Nations, that in order to identify the major violations related to the theme and propose measures to the Economic and Social Council and the General Assembly, created the mandate of “special Rapporteur on ex-treme poverty and Human Rights”. There is no doubt that poverty should be considered violation of human rights, combating them must be decisively de-fined under the three pillars: economic, political and legal.
