O presente trabalho se propõe a analisar os instrumentos normativos criados no plano internacional e interno que possibilitam a participação popular na defesa do meio ambiente. O estudo foi desenvolvido com metodologia dedutiva e técnica de pesquisa bibliográfica e documental, baseada em livros, doutrina, trabalhos acadêmicos e sítios da rede de computadores relacionados ao tema. No presente artigo, na sua concepção, foi trabalhada a retrospectiva histórica e social do problema estudado, possibilitando um entendimento progressivo e global. Após o mapeamento, foi detectado que as possibilidades concretas para uma maior participação popular na gestão ambiental em qualquer nível dependem de um arranjo social, econômico, jurídico e político entre todas as classes e grupos componentes de uma sociedade. Diante dessa questão, o artigo tem como foco ressaltar os mecanismos legais que possibilitem a interação popular com o meio ambiente, divulgando e conscientizando o leitor sobre a sua seriedade. Por fim, buscou-se propor soluções que melhorem a dinâmica entre os agentes sociais na formação de um meio ambiente ecologicamente equilibrado.

This paper aims to analyze the normative instruments created at the international and internal levels that enable popular participation in defense of the environment. The study was developed with deductive methodology and technique of bibliographic and documentary research, based on books, doctrine, academic works and websites on the subject. In the present article, in its conception, it worked with historical and social retrospective of the studied problem, enabling a progressive and global understanding. After the mapping, it was detected that the concrete possibilities for greater popular participation in environmental management at any level depend on a social, economic, legal and political arrangement between all classes and component groups of a society. Considering this issue, the article focuses on highlighting the legal mechanisms that can enable popular interaction with the environment, disseminating and raising awareness of the reader about its seriousness. Finally, it was sought to propose solutions that improve the dynamics among social agents in the formation of an ecologically balanced environment.
