A “questão ambiental” é uma das principais expressões contemporâneas da crise do capital. Traz consigo o debate dos rumos do crescimento econômico, desenvolvimento social e preservação do meio ambiente. Dentre os graves problemas ambientais considera-se os resíduos sólidos, que tornaram-se essenciais em virtude dosagravos e impactos que sua má destinação ocasiona ao meio ambiente. Dá-se uma movimentação buscando estratégias de gestão desses resíduos sólidos. A Política Nacional de Resíduos Sólidos é parte constituinte dessa movimentação no Brasil. Neste artigo procura-se mostrar sua construção no bojo da Política Nacional de Meio Ambiente e apontar aspectos problemáticos de sua implantação
The "environmental issue" is one of the main contemporary expressions of the crisis of capital. It brings with it the debate of the directions of economic growth, social development and preservation of the environment. Among the serious environmental problems are solid wastes, which have become essential because of the aggravations and impacts that their misallocation causes to the environment. There is a movement looking for solid waste management strategies. The National Policy on Solid Waste is a constituent part of this movement in Brazil. In this article we try to show its construction within the scope of the National Environmental Policy and point out problematic aspects of its implementation.
