O presente artigo discute as relações entre trabalho e cidadania nas dinâmicas sociais de fronteira, mais especificamente propõe como objetivo a problematização das relações de trabalho existentes na região de fronteira entre o Brasil e o Paraguai, entre as cidades de Foz do Iguaçu e Ciudad Del Este, sobretudo as relações de trabalho estabelecidas por brasileiros em Ciudad del Este, no Paraguai, e por paraguaios em Foz do Iguaçu. Regiões de fronteira são extremamente complexas e desafiam as normas estatais que pretendem regular as relações sociais, sobretudo as relações de trabalho que, nesse contexto, assumem contornos diferenciados de práticas observadas em outras regiões do país. Direitos sociais são sobrepostos e há constante flexibilização das relações de emprego, que desafiam as normas nacionais a ressignificarem essas relações também enquanto direito social. Torna-se necessário compreender as relações de trabalho na fronteira, como elementos representativos e constitutivos da própria vida dos trabalhadores dessa região, o que significa tomar o trabalho transfronteiriço como agente gerador de cidadania. Como resultados, destacamos que o trabalho versus emprego, na fronteira, tem relações ambíguas com a cidadania nacional – no sentido tanto de pertencimento civil quanto do direito ao trabalho e, assim, fica exposto à ausência ou ao esquecimento do direito humano à vida com dignidade no sentido mais universalizável, pois é destituído das garantias sociais. Concluímos que o trabalho é elemento fundamental, mas não exclusivo, de inserção do homem nas relações socioeconômicas pelas quais está marcado, estabelecendo, dessa forma, uma relação direta entre o trabalho e a cidadania.

This article discusses the relationship between work and citizenship in the social dynamics of the borders, specifically, it proposes as an objective the problematization of labor relations in the border region between Brazil and Paraguay, between the cities of Foz do Iguaçu and Ciudad Del Este, especially the labor relations established by Brazilians in Ciudad del Este, Paraguay, and by Paraguayans in Foz do Iguaçu. Border regions are extremely complex and challenge those laws that are supposed to regulate social relations, the labor relations that, in this context, assume different aspects of practices observed in other regions of the country. Social rights are not undertaken and there is a flexibilization of employment relations, which challenge federal norms to re-signify these relations also as social rights. It is necessary to comprehend the labor relations at the border, as representative and constituent elements of workers’ lives from that region, which means taking this work as a way of citizenship. As results, we emphasize that work versus employment at the border comes up with ambiguous relations with national citizenship either in the sense of civil belonging or the right to work, and thus it is exposed to the absence of the human right to life with dignity in a universalizable sense, since it lacks social guarantees. We conclude that work is a fundamental, but not exclusive, element of insertion of man in the socioeconomic relations by which he is marked, thus establishing a direct relationship between work and citizenship.
