"Considerando o debate sobre accountabilitye transparência pública na gestão pública contemporânea como ferramenta no controle e combate à corrupção, buscou-se verificar o atendimento às normas de transparência pública em municípios paranaenses. Esse artigo evidencia os resultados de uma análise dos portais detransparência pública em governos do executivo e legislativo municipais paranaenses, no ano de 2019,com o objetivo de verificar o cumprimento das normas e recomendações da legislação e órgãos de controle.Trata-se de um estudo de natureza exploratória,utilizando-se os procedimentos de pesquisa bibliográfica, documental e de campo, em que se buscou compreender os conceitos de accountabilitye transparência pública, bem como o arcabouço normativo que envolve essa temática e,por fim,verificaros Portais da Transparência de entes municipais.A análise dos referidos Portais foi realizada a partir do questionário elaborado peloCentro de Apoio à Execução e Centro de Apoio Operacional das Promotoriasde Justiça de Proteção ao Patrimônio Público, ambos órgãos do Ministério Público do Estado do Paraná-MPPR, seguindo os critérios vigentes, bem como inovações inseridas no questionário,visandoatender aos requisitos constantes na legislação pertinente.Ascoletasde dados dos Portais foramexecutadaspor acadêmicos do curso de Direito da Universidade Positivo, em Curitiba-PR.Os principais resultados indicam que os Portais da Transparência analisados não possuem total conformidade com o preconizado nas normas e legislação, embora grande parte das informações encontrem-sedisponíveis.Observou-se a necessidade de melhor organização e clareza nadisposição das informações divulgadas,de modo facilitar a compreensão dos dados pelos cidadãosconsulentes.".
"Considering the debate on accountability and public transparency in contemporary public management as a tool in the control and fight against corruption, we sought to verify compliance with public transparency rules in municipalities in Paraná. This articleexhibit the results of an analysis of public transparency portals in Paraná's executive and legislative governments in 2019, with the aim of verifying compliance with the rules and recommendations of legislation and control bodies. It is an exploratory study, using bibliographic, documentary and field research procedures, in which we sought to understand the concepts of accountability and public transparency, as well as the normative framework that involves this theme and, finally , check the TransparencyPortals of municipal entities.The analysis of these Portals was carried out based on the questionnaire prepared by the Center for Support to Execution and the Operational Support Center of the Public Prosecutor's Office for the Protection of Public Property, both bodies of the Public Ministry of the State of Paraná -MPPR, following the current criteria, as well as innovations included in the questionnaire, in order to meet the requirements contained in the relevant legislation. The portals' data collections were performed by academics from the Law course at Universidade Positivo, in Curitiba-PR. The main results indicate that the Transparency Portals analyzed do not have full compliance with the requirements of the rules and legislation, although much of the information is available. The need for better organization and clarity in the provision of the information disclosed was observed, in order to facilitate the understanding of the data by the consulting citizens.".
