O presente artigo tem por finalidade analisar o abuso e a exploração sexual (AES) de mulheres cometidos pelos peacekeepers nas missões de paz da Organização das Nações Unidas (ONU). O imenso número de casos de violência sexual perpetrados pelos soldados da paz nos últimos anos tem sido alvo de intensos debates na comunidade internacional, ocasião em que se questiona como a ONU tem tratado internamente tais violações de direitos humanos das mulheres, diante da persistência do problema dentro da Organização. Busca-se, portanto, neste estudo, expor brevemente o histórico do AES de mulheres cometidos por tais agentes da ONU nas missões de paz para, em seguida, apresentar as principais medidas adotas pela Organização no enfrentamento da questão nos últimos anos. Por fim, o artigo identificará as falhas apresentadas na implementação dessas medidas, bem como apontará possíveis alternativas a serem adotadas na solução das mesmas. Como resultado, concluiu-se que ao longo dos anos a ONU tem se preocupado mais com essas graves violações, dispensando maiores esforços no estabelecimento de medidas cada vez mais restritas. Contudo, algumas falhas ainda são percebidas nas medidas implantadas, em especial as relacionadas com equidade de gênero, o que culminam na sua ineficácia. O trabalho faz parte de uma pesquisa maior e tem por fundamento teórico a literatura do direito penal internacional e de gênero, com recurso a livros e artigos nacionais e estrangeiros, além de consultas a fontes primárias, tais como os documentos da ONU. Do ponto de vista metodológico, o procedimento adotado foi o histórico, bibliográfico e documental.

The present article is aimed at analyze the sexual abuse and exploitation of women committed by peacekeepers in the peacekeeping operations from United Nations (UN). The vast number of cases of sexual violence perpetrated by peacekeepers in recent years has been the subject of intense debate in the main media, questioning how the UN has dealt internally with such violations of women’s human rights, given the persistence of the issue within the Organization. It is sought, therefore, in this study, to briefly describe the history of the SAE of women committed by UN soldiers in peacekeeping operations to, then, present the main measures adopted by the Organization in addressing the problem in recent years. Finally, the article will identify the failures faced in the implementation of these measures, as well it will point out possible alternatives to be adopted as a solution. As a result, it has been found that over the years the UN has been more concerned with these grave violations, and has expended more effort in establishing more restrictive measures. However, some failures are still perceived in the measures, especially those related to gender equity, which culminate in its ineffectiveness. The research is part of a larger study and has as theoretical groundwork the international criminal law and gender literature, using domestic and international books and articles, as well as consultations of primary sources, such as UN documents. From methodological view, the article adopted historical, bibliographic and documentary procedure.
